They are a part of the Tower of London, a symbol like say a Greek Sentry Guard which is recognisble around the world. Made more so as they are your guides around the grounds.

I am the Live Interpretation Manager at the Tower of London. At the risk of splitting the vote, your piece on Beefeaters confuses the Yeomen of the Guard (Henry VII's bodyguard) and the Yeoman Warders of the Tower (founded deep in the Middle Ages and subsequently given the rights and uniform of the soveriegn's bodyguard. Your picture shows a former Chief Yeoman Warder. Both Bodies are known as Beefeaters, though.
